you have the entire city without power. 50% of the city underwater. but most alarmingly, the mayor says thousands of residents trapped inside their homes in the cold and dark. there are search missions going on for priority situations for emergency situations, they are taking a front loader, not a boat. a front loader through the water. i went with the mayor, we sat on the shovel as we went through the town and saw people in the windows waiving us. children, men, women, old people. most of them were smiling, because unlike new orleans, we saw the same scene, they know the water is recede. the hope is most can get out of their home tomorrow. not just the water making them stuck. also, live power lines in the water, dangerous to walk around and people are still in their homes. we saw people trying to walk out and that was scary, trying to drive their cars through four feet of water. their cars got stuck and then they started to push their cars, and at this point, a police officer got out of vehicle we were in, grabbed three of the people, one at a time,

we have downed lines all over the city, power out all over the city. we've had fires that have started as a result of power lines. a lot of debris rolling around our streets. the water is now starting to come in. we are seeing roads completely blocked. we're in the middle of doing an amphibious rescue right now with people stranded. we have challenges all over the city. we expect it to get worse as time goes on. fortunately, most people are heeding the warnings by staying safe. >> do you have any amount of casualties or people in need? >> a lot of folks in need. we've had to do some rescues already. fortunately, no reported casualties. our emergency crews are out here working overtime right now transferring people to shelters and again, making sure they're addressing some of the fire situations in the city. >> we're also getting reports in new york of the 911 lines in new york city basically being overwhelmed and officials are asking people to please not use them unless it's a true emergency, to use 311. are you having similar problems in newark? >> ab

this is a city street in atlantic city and water was above my knee. if i would have tend to walk, basically the ocean was behind me. i'm not sure if you can see the red valley sign. if you continue, you're heading toward the ocean. the water just got deeper and deeper and deeper. the mayor of atlantic city was telling people, this was before it hit in full, we haven stading water in many places, 2 and 3 feet deep, fearing the water was going to be 5 and 6 feet deep. he told people at some point and has taken some criticism for that, if you haven't made it to a shelter yet, hunker down now. there were 500 or 600 people at one county shelter. interesting back and forth on that front. bottom line, you wanted to get out of here. it was brutal yesterday as it was in new york city. it was surreal to be standing half a block back and it was just a raging river, the winds were swirling, the water was swirling and kicking up and every emergency vehicle that drove by would kick up a wave that would rush my water to my waist. it was quite a scene in atlantic cit
